Parts of the northern Luzon provinces of Isabela and Cagayan [were] submerged in flood waters after days of continuous rains. Isabela Governor Faustino Dy III said Cauayan City and the towns of Delfin Albano, Santo Tomas, Santa Maria, Tumauini, Angadanan, Jones and Ilagan have been submerged in floods after 4 days of continuous rain.

Dy fears that the town Santo Tomas might become isolated, saying a part of bridge that connects the town with the rest of the province is at risk of being submerged in flood water.
